SBNA Meeting Minutes – October 2025
These are the approved minutes of the South Baltimore Neighborhood Association general membership meeting.

Attendees: [Unclear if anyone took attendance, but President Tara McNulty and several other
board members were present; Secretary Justin Lane was absent and reconstructed these
minutes from Tara McNulty’s notes]
The Baltimore Police Department (BPD)’s Southern District, represented by Sgt. David Rivera,
spoke at the meeting. In addition, BPD’s Entertainment Unit, represented by Sgt. Hackett, also
spoke. Some juveniles smashing windows were turned in.
The South Baltimore Gateway Partnership (SBGP) provided updates on grants; the Middle
Branch Resiliency Project; the wetlands project at MedStar Harbor Hospital; a Best Hiring
Practices workshop to be held on 11.06; [and something called “Reimagine”].
Sheriff Sam Cogen, a neighbor, attended the meeting. He spoke about the Sheriff’s Office
Neighborhood Services Unit, which works with communities. The issue of speeding buses came
up.
Note: At the Nov. Board Meeting, Secretary Justin Lane & 311 Chair Jonathan Deprosse spoke about the
bus speeding issue, and a suggestion made at an earlier meeting by Member Kit Stone to have “speed
governors” installed on buses. Discussed outreach to State Legislators regarding this issue.
President Tara McNulty gave several Design & Development updates:
- There is a problem with 1600 S. Charles St. SBNA agreed to support a zoning change at
this property in 2024 in exchange for the property being ineligible for street parking in
RPP Area 30. The property owner was willing to do this because they had a 3-car garage.
However, it appears that the garage is not technically wide enough for 3 spaces, which
could upend the building’s parking situation.
- The lot owned by Dr. Nayak (the “Pigeon House”) at the corner of Light & Ostend has
been torn down. There is now a fence around the lot.
- The Pathway to Healing (12oo Light) is a recovery home. The property owner was caught
trying to subdivide the rooms. This building is close to schools, which has come up as a
concern in the past. Federal Hill Neighborhood Association (FHNA) president is
interested in what the business’s funding source is.
- Incident on Cross St involving a bouncer and patron: The bouncer has turned himself in.
The situation could cause problems for the bar.
- MugShots was eliminated from participating in the Halloween bar crawl.
