President’s Report

FHMS working on reducing vacancy - legislation and working with property owners - incentives

Vice President’s Report / Public Safety

May 14th (Wed.) -
They’ll do that Public Safety Walk every month

Tara: FHMS working on SBGP Grant along same lines as before - different types cameras - little
bit funding left - combine with theirs to get - Hair of the Dog top of the list

Ordinance allows 1 apt upstairs and retail ground-floor

Want to change it to allow 2 apts (which is what arrangement has been for 20 years, but not by
law)

On paper, going to 2 units means you’d qualify for 8 parking stickers instead of 4
●
I’m ok with w/e the neighborhood recommends

Mike: If we give up a residential permit to an investor, we have decreased the value of our asset
and increased yours. We have 17 cars for every 10 spaces. Any new development…. Diminishes
their property value and their quality of life.

Interested in doing a coffee shop / pastries - I would open and operate it
●
TM: Zac would have to agree that those new residential units do not qualify for residential parking
(they have the parking spaces out back). Would need to knock down that.
●
Would be 2 units with 2 bedrooms apiece.

We would talk to Zac and say we would support with these conditions. No curb cut, open the
back, no permits. The way RPP works….

Discussion
●
We like the density piece
BPD Report - Ofc. Thomas (BPD SD)
●
Range of crime from 03/09/2025 - 04/07/2025 - uptick in larcenies from auto and auto thefts.
●
Robberies have gone down.
●
Suspicious people. Stealing packages.
●
Many citizens [neighbors] have helped giving neighbors packages, etc.
●
People leave garage doors open, etc. They come back and it’s dark.
●
Juveniles - issue during school hours / after school. Stealing from shops. Smoking weed.
●
Other than that, things are good.
●
Cameras working well. LPRs working well. We’re on people before they can commit the
robberies.
●
Canton has seen more of late.
●
Consensus: It’s a Peninsula
- we are keeping track of people going in and out.

JD: Corner of Race & Ostend - issues. Reported to officers that door had been kicked in.
●
TM: Older gentleman rents house by hour to addicts, etc.
●
MM: Issue with Special Events (DOT) issuing permits late and causing problems with the security
plan. If you see other agencies impacting your ability to run high-quality services, tell us, so that
we can complain about them to our elected officials.

TM: We’re advocating with our officials to change that.
●
Will businesses always close Cross St for events all summer?

JL explains the FHMS / Cross St situation with the businesses.

Job Opening - Comms - Social Media - Lots of Online Stuff

Grant Cycle just closed, but we have 2 of those cycles per year

Mike is having those 3 pickup events - see the notes from the website

Virtual Permits - Area 9 & 19 were looking at it. Area 9 backpedaled. Area 19 is moving forward.

Area 30 will still have the physical placards.

Next Legislative Session -
they’re looking at making Civil Citations rather than Criminal Citations
so that the City can adjudicate the citations instead of having a court do it. Then it goes to Mom &
Dad’s house.

Virtual permits when they’re ready will allow more flexibility in how visitor permits are used.

Liquor Board
●
Sean was leasing building where Bandito’s was. Now Game On is there. Unsure if he’s subletting
or if he sold the license. He doesn’t appear that he transferred it. They’re selling to
-go drinks,
which is lovely, but they aren’t allowed to do that with the Bandito’s license. Game On was
formerly in the old Metropolitan space, and /that/ license is likely tied to that building.

JD got 40 or so signatures for Race & Ostend ==> Faith, Zac, etc. Copied Tara. As far as Ostend,
Charles, Patapsco goes, the petition seems widely supported. Funds will be managed by
organization. Very much going to be a collaborative process through the whole thing. DOT is
reviewing.

Primarily going for SBGP grant. On pause until we get more letters of support. Asking for one
from SBNA, etc. Going to go to the churches and library.
●
TM: SBGP is likely the best option. Work together.
Motion:
SBNA (Tara) to write a letter of support for all of the Engineering, Planning, etc. for the Intersection
Redesign for Ostend & Charles.
●
Note: It would be good if we can get the same from FHMS.
●
Ostend & Patapsco - thinking of doing that through 311. Request there is Stop or Yield or
something that gets motorists to slow down.
●
Goal would be to learn for this and then triage all of them.
Motion: We’re the applicant. We don’t need to have a Motion. So, no Motion.
Digital Harbor High School is raising funds for their international trip. Friday, May 2, comedy show ($25). 5
comedians, 1 dj, etc.
